Mix together the first 8 ingredients in a small bowl.
Place the last 3 ingredients (thyme, oregano, and fennel seeds) in a mortar and use a pestle to lightly crush and release the oils, do not use a food processor. Add this to the bowl and mix with the other ingredients.
Use as a rub on steaks prior to grilling.
